Campaign: STOP removal of EC for Landfills and WTE

Stop the Removal of Environmental Clearance for Landfills & WTE Incinerators

🌍 What’s happening?

On 03 October 2025, the Ministry of Environment, Forest and Climate Change (MoEFCC) issued Draft Notification S.O. 4531(E).

This draft proposes to exempt Landfills and Waste-to-Energy (WTE) incinerators from Environmental Clearance (EC) — the most important environmental safeguard we have.

If this draft becomes law, Landfills and WTEs can be approved without:

❌ No Environmental Impact Assessment (EIA) will be conducted

❌ No public hearing will be held.

Communities will have no warning that a landfill or incinerator is being planned near their homes.

❌ Carcinogenic Pollution will intensify in the our air and water

Polluters will operate without accountability & public scrutiny

This means no one will know, no one can object, and no one can stop a toxic landfill or incinerator from being placed near their home, school, farm, forest, rivers, springs, streams  or lakes

📢 What we want?

We demand that MoEFCC:

Withdraw Draft Notification S.O. 4531(E)
❗Keep Environmental Clearance mandatory for all landfills & WTE incinerators
❗Protect public health, environmental safeguards & democratic participation

EC exists for a reason — to prevent harm before it happens.

Email Sub: Withdraw Draft Notification S.O. 4531(E)

Email Body: I oppose Draft Notification S.O. 4531(E), which removes Environmental Clearance (EC) for landfills and waste-to-energy incinerators. These are highly polluting facilities that must undergo Environmental Impact Assessment and public hearings. Removing EC will increase toxic pollution, silence communities, and undermine environmental protection.

I request the Ministry to withdraw this draft notification and retain EC as a mandatory safeguard.

Subject: Withdraw Draft Notification S.O. 4531(E)

Respected Secretary,

I am writing to strongly oppose Draft Notification S.O. 4531(E), which seeks to exempt landfills and waste-to-energy incinerators from the Environmental Clearance (EC) process.

These facilities are highly polluting and must undergo Environmental Impact Assessment and public hearings. Removing EC will increase toxic and carcinogenic pollution, silence public participation, and harm vulnerable communities living near these projects.

I request the Ministry to withdraw this draft notification and retain EC as a mandatory precautionary safeguard.

Thank you.

Yours sincerely,
